Why not just tear it in half?
$20 -> 2x $10
$10 -> 2x $5
Easy as.
When we had 'real' money (that is: coins whose value was equal to the amount of gold in the coin itself) you could do this. So what's wrong with perforating bank notes so we can do the same with them?
